Understanding Cunningness and Challenges in Assessment of Need

A Case Study of Adiware and Malin – Amade Grampanchayat, Pune

Abstract

In this paper a case study of Adiware and Malin – Amade Grampanchayat is explained. The main objective of this paper is to focus on the issues of coordination, communication and local participation in the context of loopholes and challenges of need assessment. This paper speaks about the geographic details of the disaster affected area situated in Western Ghats (Eco Sensitive Zone) and how human interventions have converted a hazard into a disaster. Further, it deals with the factors influencing the methodologies adopted for need assessment and how it leads to generate gaps within the assessment. Historical evidences of disasters and how it has interlinkages with the need assessment, resource allocation and monitoring is explained in this paper as a part of case study. Finally the paper reflects the importance of inclusion of social, physical, environmental and economic factors into the need assessment and how non calculated need assessment generates disorganization is described.
